Good article, Mr Peter Champagnie; just one error

Dear Editor,

I welcome Mr Peter Champagnie's useful perspective in his contribution published in the Jamaica Observer on August 21, 2018, under the headline 'In the interest of good governance...' However, there is an error worth correcting.

The review board cannot and does not revoke firearm licences. The power to revoke is exclusively that of the Firearm Licensing Authority (FLA). If the FLA revokes a licence, an application can be made to the review board to review the matter and, thereafter, make a recommendation to the minister for his consideration. Thereafter, the minister can give directions as he deems fit.

The review board is not an appellate tribunal; and as Mr Champagnie rightly points out, the minister has the last word.

Patrick Delano Bailey
